Rules-based compliance programs tend to focus on the needs of the organization and present as distant and impersonal, resulting in lower than desired long-term behavior change. A shift to values-based learning with engaging learner-centric delivery methods allows for an emphasis on ethical decision making, creating a learning experience that has broader application and relevancy to multiple audiences.
